A hand guided, electrically powered machine mounted on wheels. It has rows of cutter wheels, in bundles, loosely attached to the periphery of a drumlike frame. In operation, the frame rotates causing the cutter wheels to strike the surface to be cleaned. It is designed to remove paint, scale, rust, and other accumulations from steel and like surfaces.
