수공구이며 주로 석면 시멘트 파이프와 도관의 끝부분을 줄어 지게 잘라서 파이프 끼리, 도관끼리 또는 부속품들끼리 연결하는데 편리하도록 하는데 쓰이게 만들어졌다. 손잡이가 달려있는데 여기에 절단날이 붙게된다. 손잡이는 축위에서 손으로 돌려 움직이게 되어있이 축은 연장척으로 파이프 끝부분에 단단하게 물려 고정되어 있게 된다.

A hand tool designed, and primarily used, to taper and shoulder cut the ends of asbestos cement pipe and conduit in order to facilitate interconnections of pipe(s), conduit(s) and fitting(s). The tool is provided with a handle on which are mounted two removable cutter blades. The handle is designed to be manually rotated on a spindle, while the spindle is held rigid in the end of a pipe by an expanding chuck.
