A towed, nonpowered piece of equipment consisting of a horizontal crossbeam mounted on form-riding trucks located on each end. Adjustable blades are attached to the crossbeam. It is used in concrete paving operations to remove the excess from the bottom course to a specific depth, wherein the reinforcing mesh is placed.
