모두가 동일한 기본명을 가지지 않는 특정 수량의 구성품이나 품목 또는 이상 두가지 모두로서 완전한 특수운용기능을 수행하기 위해서 요구된다. 별개로 공급된 운용중인 구성품 이나 단일 셋트로 사용될때 원하지 않는 신호의 출현을 막도록 또는 정보의 혼란없이 운용되는 둘이상의 전자장비셋트가 설치된 사용지점에 이미 설치된 운용중인 구성품은 제외된다.
