석유,가솔린,희석용 경오일 등의 연료를 압축 보관 및 주입시키는데 필요한 탱크와 펌프,이 연료를 코일형버너 에 공급하여 불꽃을 만들어 주는 호스로 이루어진 품목이며 손으로 또는 끈으로 운반한다. 주로 잡초를 태우기 위하여 사용되나 다른 목적으로도 이용될 수 있다. 분무장치를 가진 품목이나 군용 화염방사기는 제외된다.

A hand and/or strap carried item consisting primarily of a tank and a pump for holding and placing fuels such as kerosene, gasoline, light furnace oil or the like under pressure, and a hose or tube through which it is delivered to a horizontal coil type burner for emitting a torchlike flame. It is primarily designed for burning weeds but may be employed for other uses. Excludes:those burners with spraying attachments and military flame throwers.
