유기질 표면의 활성 화학 약품으로서 액체와 적시고저하는 물질 사이의 중간면의 장력을 약화시키는 능력에 의하여 물질이 젖게 되는 것을 용이하게 해 준다. 이 품목은 오물을 젖게하고 유화시키거나 분산시키는 능력을 갖기 때문에깨끗하게 해 주는 성질을 가질 수 있다. 이 품목은 세척제 , 유화제 침투제 및 확산제를 포함한다. 위에 정의한 바와 같이 습윤제 주위에 생긴 가루 세척제 용으로는 사용되지않는다. 단일한 특정 화학약품인 경우에는 특정 화학품명을 사용 한다.

An organic surface-active chemical which facilitates the wetting of a substance by virtue of its ability to lower the interfacial tension between a liquid and the material to be wetted. It may have cleansing properties by reason of its ability to wet, and to emulsify or disperse soil. It includes detergents, emulsifiers, penetrants and dispersing agents. Do not use for compounded detergents built around wetting agents, as defined above. When of a single specific chemical, use specific chemical name. Excludes:DETERGENT, LAUNDRY and SOAP (as modified).
