교환시설을 갖는 전화업무 취급소로서,지역내에서 한 가입 수동(비자동)전화기를 다른 가입전화기와 연결해주며 교환업무는 코드회로, 스위치 및 감시회로로 장비된 교환기에서 잭을 단자로 연결시키는 방법에 의해 수동으로 이루어지고 하나의 다이얼이 포함된다.교환국은 보통 타지역 내의 전화기와 연결시켜주기 위해 타지역 교환국과 통화할 수 있는 간선시설이 있다.교환국은 동일한 국명을 갖는 국부선의 업무를 제공하는데 필요한 모든 장비를 보유한다.교환국으로부터 가입 전화기로 연결된 외부선은 이 교환국에 포함되지 않는다.

A telephone office having switching facilities for connecting any manual (nondial) telephone station to any other telephone station within its area. The switching is accomplished manually by means of a jack termination in a switchboard equipped with cord circuits or switches, and supervisory circuits. May include a dial. It generally has trunking facilities to and from other central offices for making connections to telephone stations in those offices. The central office includes all equipment required to serve the lines having a common office name. Does not include the lines from the central office or the telephone stations.
